[Speed Problem] Throttling?

Until a week ago I consistently got dl's of 400-700k.
Suddenly, the speed cranks up as usual, then, just as fast, lowers to 20-k or less. 24-7, thus far.
Of course, I know AT&T has never throttled its DSL service ...
For lack of anything better to do, I probably dl a gig or so a day, on average.
Is that enough to hack AT&T off? How do I get them to unthrottle? Who do I start asking? Am I the only one with the problem? Do I need to upgrade the firmware in the Motorola dsl modem?
Would casting chicken bones and reading tea leaves make a difference?

You shouldn't be throttled. If you had gone over your data usage, then you would have been billed $10 per 50GB until your next billing cycle.

No DSL is 150GB/mo that would be 5GB/day
With an individual account 15oGB really isn't a problem. Likely there are days I go over 5GB.... but then others no real streaming or heavy DL under 1GB.
But if you haven't been warned, that shouldn't happen and then they would just bill not throttle.
Also is this from specific sites or all in general. --

I would check with the modem and make sure you don't have a line problem. For some modems out there rebooting them weekly is a tremendous help to them.
