Economic corridor with S. Asia ally key link in ‘One Belt

President Xi Jinping will pay a state visit to Pakistan on Monday and Tuesday at the invitation of Pakistan President Mamnoon Hussain and Prime Minister Nawaz Sharif, foreign ministry spokesperson Lu Kang announced on Friday.
The two-day visit, which is expected to seal deals from energy and infrastructure to finance and technology worth around $45 billion, will help serve to kick-start China's "One Belt, One Road" initiative via the China-Pakistan Economic Corridor (CPEC) and draw up new strategic road maps for trade routes and anti-terrorism in Central and South Asia, analysts said.
The trip will be Xi's first visit to Pakistan, China's "iron brother" in South Asia, since he took office in 2013, as part of the 2015 Pakistan-China Year of Friendly Exchanges. It is also his first overseas visit this year and the first Chinese presidential visit to Pakistan in nine years.
Foreign Minister Wang Yi said the visit would provide a powerful impetus to cement the China-Pakistan friendship and deepen comprehensive collaboration, the Xinhua News Agency reported Friday.
The CPEC, proposed during Premier Li Keqiang's visit to Pakistan in May 2013, is viewed as a flagship project in realizing China's "One Belt, One Road" initiative, which aims to strengthen connectivity with neighboring countries.
Xi's visit came shortly after China released a detailed plan for the initiative in late March.
The 3,000-kilometer corridor will connect Northwest China's Xinjiang Uyghur Autonomous Region with the deep-water Gwadar Port in southwest Pakistan, which sits at the gateway of the Strait of Hormuz in the Arabian Sea.
Half of China's energy imports are currently shipped from the Middle East via the Straits of Malacca. The long route comes with certain risks, Li Xiguang, spokesperson for the Beijing-based think tank CASS-RANDI, told a press conference in Haikou, South China's Hainan Province on Friday.
The Gwadar Port is expected to cut over 9,000 kilometers off the distance for oil and gas imports from Africa and the Middle East to China and help boost regional economic growth near Gwadar.
The port will also open up new trade routes for China in Central and South Asia, creating new economic engines as a way to tackle slowing down growth at home, and remake the region's strategic map.
"This region including South Asia, Middle East and China collectively house around 3 billion people and has vast potential for future trade. Pakistan is heart of the region that can only connect it," Pakistan Minister for Planning, Development and Reforms Ahsan Iqbal was quoted by the Associated Press of Pakistan on Wednesday.
"What Gwadar needs is more capital, once the capital gets pouring in, everything will get started," Munir Ahmed, director of town planning of the Gwadar Development Authority, told the Global Times on Friday, noting that local citizens are eager for economic development.
China has taken the initiative, now it is up to the government of Pakistan to take necessary initiatives to ensure that the Pakistani side match up to China's fast-track approach to getting things done, Pakistani Senator and President of Pakistan-China Institute Mushahid Sayed said during a seminar on the China-Pakistan Economic Corridor held in Haikou on Friday.
Besides massive economic deals, anti-terrorism cooperation could also be on the agenda during Xi's visit as the leaders have vowed to jointly confront terrorist organizations such as the East Turkestan Islamic Movement that are active along their shared border.
Infrastructure construction and Chinese investment in Pakistan will drive the local economy and contribute to stability in Pakistan, which will in turn benefit China's often unstable border provincial regions like Tibet Autonomous Region and Xinjiang, said Zhao Gancheng, director of South Asia Studies at the Shanghai Institute for International Studies.
Port development for 'One Belt, One Road'
China will upgrade its ports to boost foreign trade and transportation as part of its ongoing economic restructuring, the State Council announced Friday.
In an important step meant to push forward the "One Belt, One Road" initiative, the country will work to improve multilateral communication and cooperation on port affairs with neighboring countries, especially ports in bordering countries, to boost port capacity and efficiency, the State Council said in its announcement.
The announcement laid out plans to further develop coastal ports along the route of the 21st Century Maritime Silk Road through the construction of competitive water and air hubs.
China will also expand traffic capacity in inland ports, and streamline customs inspections by establishing more exit and entry points for goods in major inland ports along the route of the "One Belt, One Road" initiative.
