I'm truly at a loss, paying for 30mbps but only getting those speeds after 2 am. Seems like a major congestion issue to me..

Sounds like the same problem I am experiencing in Chatham. All signal levels are fine and during Peak hours (5PM till 2 or 3AM) and my Ultimate 60 goes to 9-10Mbps. I have no latency or packet loss. All tests are direct to the modem. I have been told it is a confirmed issue with cogestion on the nodes and Ultimate 30 and 60 customers are being affected. Of course, for my node, there is no Confirmed month in which it will be fixed. I have heard April, May, October, December.....who knows
