But along with all the positive aspects of the summer, there are negative ones as well. And for many men, a summer male organ rash is among those irritants. • Be careful of pool chlorine levels. Most public pools are maintained at an appropriate chlorine level, but many pools in an individual’s backyard may not be. Too much chlorine can dry the skin out or cause an allergic reaction, both of which can translate into a male organ rash in some men. Too little can allow bacteria or parasites to thrive, which can in turn also cause skin eruptions.

• Go to extremes. To keep sweat (and the resulting potential for rash) to a minimum, try to schedule outdoor summer activities at the beginning or end of the day. The heat will be less in the morning or evening than it would be in the middle of the day.

• Choose cleansers. Going to the beach or pool often involves using the facility’s shower afterward – which may include using their soap and shampoo. When possible, a guy should bring his own, which he hopefully already knows does not cause a male organ rash. Harsh commercial cleansers and soaps such as might be in use in a group shower often create male organ skin issues.

• Be wary of tanning all over. Nude sunbathing, whether at the beach or a tanning salon, exposes sensitive member skin to the unfamiliar rays of the sun (or a reasonable facsimile). China's Finance Minister on Friday denied rumor that the government spent 300 billion yuan ($47.9 billion) on public vehicles, receptions and trips.


"It is nonsense to say that," said minister Lou Jiwei at a press conference.


Public funds for government vehicles, officials' overseas trips and official receptions are known as "three public funds."


The central government's expenditure of the funds was 7.1 billion yuan last year, 800 million yuan lower that that of 2013, he said. "The funds for this year would not exceed last year's level."


Lou said he was not clear about the use of funds in local governments, but he estimated the total figure would be dozens of billion yuan, rather than "300 billion yuan" as rumored.

"We must adopt a moderately expansionary fiscal policy in coping with downward pressures, as we de-leverage the economy step by step while preventing it from nose-diving," Lou said.


Signs of recovery in world economy are not obvious enough, including that in the United States, said Lou, adding that China will be affected by such "new normal" of the world economy.


Personal income tax


The government will loosen taxes charged on enterprise annuity to support the fragile pension system encumbered by an aging population.
