The Latest on the Oakland Raiders planned stadium in Las Vegas (all times local):

3:10 p.m.

Commissioners in Nevada’s Clark County have approved a development agreement with the Oakland Raiders that spells out public safety and infrastructure improvements in and around the stadium that the team will pay for.

Commissioners on Wednesday unanimously approved the agreement.

The document calls for widening sidewalks Kyler Murray Jersey , improving roadways, installing and modifying traffic signals, and building any necessary pedestrian bridges.

The team has agreed to install at the stadium about $1.4 million worth of public safety equipment, as well as an emergency operations center.

The Raiders plan to start the 2020 season at a new stadium that’s being built across the freeway from the Las Vegas Strip.

The $1.9 billion project is partially funded by taxpayers.

The document does not include a finalized plan for thousands of county-mandated parking spots.

The Oakland Raiders are one step closer to securing the land for their new headquarters and practice facility at a steep discount.

Officials in the Las Vegas suburb of Henderson on Tuesday approved a resolution that allows the city to move forward with a direct sale of 55 acres (22 hectares) for more than $6 million. That’s half the land’s appraised value.

The city is using a Nevada law that allows for no-bid sales at under-market prices when those sales are considered in the public interest.

The team says the venue will create an estimated 250 full-time jobs not counting players.

The Henderson city council must vote again next month to give final approval.

The Raiders plan to start the 2020 season at a new stadium in Las Vegas that’s partially funded by a tax increase.

Former Browns wide receiver Mohamed Massaquoi has divulged that he lost most of his left hand in an all-terrain vehicle crash last April.

Massaquoi, who starred at Georgia before he was drafted by Cleveland in the second round in 2009 http://www.cardinalsauthorizedshops.com/authentic-byron-murphy-jersey , revealed his prosthetic and details of his misfortune in a video posted Monday on The Players Tribune.

Massaquoi was riding ATVs with friends when he said he took a turn too sharply and crashed. The 31-year-old said it felt as if an explosion had gone off in his hand, and he was initially unaware of the severity of his injury.

”What I’m seeing and what my friends are seeing are completely different,” he said, giving the first public description of his life-changing ordeal. ”They’re seeing what actually happened. I’m seeing what I think happened. I’m thinking that I just broke my hand. My friend, on the other hand Andy Isabella Jersey , thinks my hand just went through a meat grinder or something like that. Meanwhile you can see the panic and the fear in everybody.”

Massaquoi said he was flown by helicopter to a hospital, where doctors initially tried to save his hand. However, after it didn’t heal as hoped, four fingers were amputated. His thumb was spared.

He has battled denial and fear during his recovery.

”It gives you a perspective of how precious life is,” he said. ”How fast things can change. You go from joy-riding to getting in a helicopter to find out that your hand’s going to be amputated.”

Massaquoi Johnathan Abram Jersey , who spent four years with the Browns and has been out of football since, credited his family and friends for helping him come to terms with the injury.
